For video 15 which explains bitwise operators, I'm able to get the operators other than shift left and shift right. If I may get quite brief explanation on shift?

I was doing practice problems with the complement operator and I was doing ~5 but was getting -6. I don't get how that is correct because the binary format of ~5 and -6 are both different. I would appreciate it if someone could help me solve this problem.
